DAWN is a microfinance institution that currently serves over 120,000 clients in 33 Branches throughout lower Myanmar. It is a fast growing company with over 400 employees, with plans to expand to new regions, to serve additional segments of clients with new and better products and services, to introduce innovations based on technology, and with an obvious need for more staff and additional departments and positions (www.dawn.com.mm).

 

Position summary

 

Accion is looking for a Chief Finance and Risk Officer for its partner institution in Myanmar, Early Dawn Microfinance Company (“DAWN”), based in Yangon. The ideal candidate will be a strategic leader with strong financial acumen and with previous experience in banking or Microfinance Institutions (MFIs) in Myanmar or South East Asia.

 

Reporting to the Chief Executive Officer, and a key member of the Senior Management Team, the Chief Finance and Risk Officer is accountable for the financial, accounting, compliance, and risk management of the Institution.

Responsibilities

  • Support to build and maintain effective relationships and team working in the Institution.
  • Implementing the best structure, team, policies and procedures required in the Finance Department and in the Risk Department, and ensure that they are followed.
  • Overseeing the strategic and rolling planning processes.
  • Overseeing the organization’s accounting function, including the implementation of accrual basis accounting.
  • Ensuring compliance with all local accounting regulations.
  • Leading the organization’s risk management activities.
  • Monitoring financial performance.
  • Managing preparation of budgets, business plans and financial plans to achieve organizational goals.
  • Managing funding requirements and liquidity.
  • Ensuring cost effective and efficient management of cash and funds.
  • Direct and oversee tax filings and reports to authorities, accounting, insurance, banking activities, wires, capital budgets, cash and investment management, purchasing, payroll, insurance, lease agreements, internal controls, risk management, facilities.
  • Coordinating relationships with external funders, regulatory and governmental authorities, external auditors, and financial consultants.
  • Coaching and developing staff in the Finance Department and in the Risk Department, and implementing KPIs.
  • Liaison with internal and external auditors and ensure that their recommendations are implemented.
  • Establishing and continuous revision of procurement policies and procedures, and to ensure that they implemented.
  • Managing computerized accounting, loan and savings systems.
  • Implementing automation and simplification of budgeting, accounting, cash flow management and reporting procedures in head office.
  • Implementing automation and simplification of processes in branches, in order to reduce paperwork, redundancies, duplication of data.
  • Ensuring reliability and integrity of financial management information systems.
  • Leading and support IT upgrades to improve financial and accounting efficiencies, internal controls and risk management.
  • Carrying out any other duties as required in assigned areas.

Qualifications

 

  • Education: Graduate in finance or accounting. Additional Accounting Credentials such as Certified Public Accountant and/or other higher accounting degree (ACCA) highly desirable.
  • Minimum six years of experience in finance field, in managerial positions in financial institutions. Experience in banking or MFIs in Myanmar / South East Asia highly desirable.
  • Computer proficiency in accounting software and spreadsheets (Excel).
  • Experience in business plans and long-term projections. Experience with Microfin (Operational Planning Model for MFIs) highly desirable.
